Terminal Server and IE Enhanced Security

I'm trying to configure Our Windows 2003 Server to use Enhanced

Security so that I can stop users from downloading Unwanted Junk

programs on to our terminal Server. I've tried some settings in

GPedit but when I put the sites into the trusted zones they don't

seem to take.

 

Can someone give me some guidance on how to Configure IE so that they

are not able to download spyware / junkware?
