I do not understand why such a restriction exists. Can anybody clarify/ confirm it?

See http://support.microsoft.com/kb/294739 You can use Fast User Switching in XP Pro, but only if the XP Pro computer is not a member of a domain. That is true, you can use Fast User Switching with XP Pro or XP Home on stand alone systems only, you cannot use it if your XP Pro machine is part of a domain. When your computer is joined to a domain you authenticate and logon to the Domain Controller, not to the local machine itself, on Domain Controllers it may be too onerous to keep a handle on it or it would present unacceptable security risks.
