Windows Installer Missing?

My pc is running on vista home premium sp2 32-bit. Until recently everything was running fine, but around 12 of the automatic updates wouldn't install without error. Itunes and Safari have also not been able to update. The error reads 'could not access

windows installer', I have tried msiexec but still no joy, its as if windows installer has been deleted from the pc and when i try to download from the microsoft website it jus says 'this update is not for you system'. Help please?
