Can't download the required windows defender offline files

Hello,

I am trying to create the CD for off line windows defender. At the download stage, after about 5 minutes, I get the message: "There was a problem downloaded the required Windows Defender Offline Files".

I clicked the "get more help" link which is on that error page, and went through the "download failed" steps, including having MS Fixit reconfigure IE.

Still failing.

My internet connection is fine for all other downloads.

Any suggestion greatly appreciated.
