Windows Update will not download updates

I recently reinstalled Windows 7. Windows Update hangs while downloading updates. The progress bar is pulsing, and there are no error messages, but it says "Downloading 17 updates (0 KB total, 0% complete)" and does not move.

 

 

I have tried the MrFixIt tool at http://support.microsoft.com/mats/windows_update/ but it also stops and says "Checking for updates online..." and does not progress. I have

disabled my firewall and my antivirus (Microsoft Security Essentials) and that did not help.

 

 

What should I do?
