Vista SP 1 not installing and no error message

I have a new hard drive and a new installation of Vista Home Premium 32 bit. I get an update advisory for SP1. it is 1.9MB and after installation it says successfully installed yet SP1 is not. The update keeps reappearing. Any suggestions? Starnge because

it is a brand new installation
