Can't Boot Vista Laptop - How to Recover without Recovery CD?

I have a Vista laptop. I believe it may have a virus or some problem. It does not boot properly. I was going to use the Recovery CDs that came with it to re-install the system back to how it was delivered. But when I went to find the CDs, I discoered that I had discarded the wrong ones. My previous laptop was the same brand. My question is this. How can I reinstall Windows Vista or even upgrade to Win 8 if I can't boot my PC? A second question - if I were able to get Windows to start properly, can I make my own Recovery CD?
