Older machine slowing down.

I have an older laptop, Dell Latitude 610, It has been slow for some time now. I am having trouble loading programs in a reasonable time and checked the memory. It indicates 1 GB of installed memory, BUT 395.53 MB of AVAILABLE Memory. Is this the problem

and how does one cure it.???

It is running WinXP, has service pack 3, and all available updates installed.
