How to turn on defender

I turned off windows defender and cannot figure out how to turn it back on. I have found Defender and when I start it I get the not so helpful message "Windows Defender has been turned off and isn't monitoring your computer." Yep... knew that. How do

I turn it on?

Really guys, this should not be that difficult.

PS: I do not have any other anti-virus program installed. Defender was turned on and running. I turned it off at the suggestion of another post in this forum to see if that would correct the problem with an error in the Windows Experience Index. To

add insult to injury, turning it off did not fix the WEI problem.
