why isnt windows 8 updating

My new laptop keeps giving me a message that windows needs to update but when it does, it will not load past 12% and will attempt to restart after about an hour. At this point I can't get the computer to do anything except refigure at 12% because it reverts

back to resuming updates. At this point the laptop is useless. How do I fix this?!
