how to remap a non-working contol key on a built in keyboard

I am running XP on a toughbook; the control key sometimes doesn't work.

I have searched for ways to remap the control key and have found many third party programs purporting to help with this and have heard also that MS has a program to do this. I'd rather stick to a MS cure but so far no luck finding this program or running "mskey".

 

What to do?

 

Any help would be appreciated
