My email slowed down so much it's useless.

Starting about a week ago, my email slowed down so much it became unusable. It is only a problem accessing my university webmail from inside the hospital across the street. Still works fine at the library. And other Web sites like Microsoft or Google contiue

to work normally inside the hospital firewall. My IT people (university and hospital) have been scratching their heads but offering no solution so far.
