Why does the screen go dim when different colors display?

I have a new Dell Inspiron. I was using IE 10 and noticed that the screen dimmed when showing dark colors but then returned to normal when vieiwing lighter and white shades. Is there an option for this somewhere? I turned off Adaptive Brightness so it isn't that. Thanks
