RUNDLL32.EXE is corrupt.  I downloaded a replacement version.  Windows won't let me delete the old one or copy the new one to Windows/System32.  I've tried all the solutions in these posts, but I'm not granted permission change names or delete this file. 

I've tried to change the permissions for this file, but I need permission to change permissions.   Help!
