i have and Acer Aspire 5516 with 1.6 ghz processor. But its running at only 800 mhz. How can i fix t

I have an Acer Aspire 5516 with an AMD Athlon Processor TF-20, 1600 Mhz, 1 Core(s), 1 Logical Processor(s)The  processor is supposed to be running at 1.6 ghz. But it is only running at 800 mhz. What steps can i take correct this issue? Thanks
