Norton Management frequently crashed in my laptop window 7 basic,subscription is valid

I have created short cut for Norton Management in my desk top.I have also the latest version of Norton product.Very frequently the Icon when clicked is not managing the live update nor does quick scan when commanded.I have been asked to use power eraser

and even after complying with this mode, the norton management icon does not function.Is it a system mistake of my laptop or a faulty management of Norton administration.?
