I have windows vista and am trying to type on a numbered 28 line template but I can't keep the lines

I have windows vista and am trying to type on legal 28 numbered paper.  I can't keep my lines of type on the same line as the number.  It stays on for a few lines and then begins to creep down so that after a few lines on a page I am no longer able to

keep the sentence and the number on the side of the page on the same line.  Thanks.
