Cannot Update Windows Or Turn on firewall

now what happens is that i want to to see if i had any updates so i turned on windows update and when i press check for updates it says it cannot check at this time because the service is not running and

whenever i try to turn on firewall it says there was an error on windows firewall snap in error code : 0x6D9
