I can't open Windows Update in safe mode with internet access in trying to resolve an update error 8

I have followed instructions for error 80070020 to start Windows in safe mode with internet access, but Windows Update won't open when clicked in the Start Search box.  Internet access is available and I can connect with other websites.  It does however

start when Windows is in normal mode, but that doesn't help me resolve my problem
