How to customize the start/metro screen of windows 8 for all user

Hi All,

 

Is there a way that I can arrange and pin program shortcuts to the start screen in such a way that every user that logs in the computer has the same format and arrangement?

 

 

The thing here is we would like to remove those shortcuts not needed and replace them with the most used ones. We would like to deploy that setting to all users who logs in in the computer.
