cannot open webpages after installing security update KB2799329

Everything was working properly in IE 8 until this update was installed automatically.  Now I have to uninstall it before I can use the internet.  I contacted MS support and did the Hotfix program as well as the Fix utility.  When I open Google for example,

it says the page cannot open and asks me to download a txt file to my hard-disk.
