What does it mean when your windows 8 laptop still has "restarting" on the main screen for more than

I had 10 updates available and I decided to restart it while updating the laptop, but then it kept on showing the "restarting" loading thing on the screen for more than an hour. What does that mean? Should I wait or remove the battery then re-turn it on?

The model is a 7246 us windows laptop
