After lock no password or fingerprint needed to login

I use a fingerprint reader to login to windows 8.  If I lock the desktop it shows a screen with an avatar, my name and "Locked".  If I click the avatar i wind up logged in and back at my desktop- i don't have to enter my password or scan

my finger.

Another user on this laptop doesn't use the fingerprint reader to login and when she locks she gets a similar "Locked" screen but has to enter her password to get back in.

Any ideas?
