How do I stop the image from "swimming" while dragging and dropping

When I drag a window to reposition it, the image starts swimming in a wave-like manner. I overcame this problem on a previous occasion, but no matter what I do, I can't make the image stable. This makes it difficult to position. I am using Windows XP, sp

Supplementary question: I can't seem to remove delay at the onset of notes from my M-Audio Keystation 88 es. I am using Delta Audiophile 2496 soundcard.

I have tried to lower the latency settings in various places but without success.
