Colour Picker Bug with Windows 8?

I've discovered that my colour picker, the standard one that comes with Windows and is used in Paint, WordPad, Live Mail et al has many issues.  It worked perfectly before and now I have issues.

1) seems like the Mask on the Fields is set to 2 as I can only enter 2 digits into any of Fields and RGB is (###, ###, ###)

2) if I select one of the custom colour boxes, then the picker crosshairs will not pick a colour until I move the arrow on right.

 

Any suggestions?  Is this a .Net update I shouldn't have allowed?  

(The colour picker for Office has no issues)
