Why can't I change language?

Hello! 

 

I want to use the windows speech regoniztion, but when I open it, it says "windows speech recognition does not support the current language"... I am swedish, therefor I have my computer language on swedish, but apprently I need to change landuage for it

to work.

 

BUT, when I try to "update windows update online" it says that there is no optional or normal updates available.

So, when I try to change language, the window box is white, not even an option to change...

PS: If anyone knows an easier way to fix the speech recognition problem in the first place would be great.
