I can't change anything in Control Panel. My computer says I may not have appropriate permission to

We've tried everything we can think of to change the time in our computer.  Every time we click on the little box in the lower right corner it says - "Windows cannot access the specified device, path, or file.  You may not have the appropriate permission

to access the item".  Plus we can't add or delete programs or make changes through Control Panel.  Help
