Should Windows Update be able to update Windows XP Home SP2?

I have connected my 2007 Dell Inspiron laptop to the internet for the first time but cannot get Windows Update to update my original Windows XP Home SP2. When I ask for High Priority Updates, I get Error No 0x80244019 - the website has encountered a problem

and cannot display the page you are trying to view. I have tried the other self-help options suggested. I have downloaded IE8.
