Why can I not get any updates to install since (KB2751352) failed to install, even as an administrat

I have used the trouble shooter and even when as administrator and when it said problem resolved, still not installed. Either my listing of updates is flawed or  on the update window is trying to tell me something but what ?? the error code 800703F1 keeps

showing. Been using windows since 3.1 so not a "newbe" any one got an idea ???
