cannot use external monitor on lpatop as primary

Using Windex XP on an old netbook with a very small screen (10"). Plugged in a 19" monitor. Start-up screen displays on both. Wallpaper displays on both. Can drag programs to larger monitor, but cannot set external monitor as primary so the task bar appears

on it. Is there any way to do this?
