Unable to get to Windows Update in Safe Mode

Windows7 Home Prem......

 

Started PC in "Safe Mode with Networking"......  Wanted to try to Install a Windows Update in Safe Mode as the Update will not install.  At the Safe Mode desktop (and I see SAFE MODE displayed in the Corners)......I click on COMPUTERPROPERITIES....SYSTEM

WINDOWS......left side bottom.....all I see is ACTION CENTER....(Link "Windows Update is not there).

 

Tried clicking Start... in search block typed Windows Update, clicked on Link....the Window does not open.....

 

If I cannot get to the Windows Update Window...I have no way to select the Update that I am having issues installing...and wanted to try to install it in Safe Mode. 

 

 

Am I doing something Wrong?
