windows x64 updates fails with 80190194

[AWS]

I have a newly rebuilt server that is running windows Server 2003 R2 x64 and when I try to run Windows Update I get the following errors in the log:

Apparently it is trying to update the windows update software and failing. Where can I download the software and what do I do to make Windows update work? All help appreciated.
