my "turned-off updates" settings are being by-passing and I want it Perminantly Stopped - but how?

Howdy. I have Windows 8 64 on a Toshiba C855D-S5320 Laptop that is costing me money every time it

updates itself and the updates are locked-out from being removed [ this causes me time and moneyto uninstall every single update and leave no chance of it being reloaded into the system by using the USBback-up with System Restore - which at lease puts everything back to the way I want it "Un-Touched":. 1) I.E. Browser options are set to "no-updates allowed"!. 2) Windows Updates, Programs, Change Settings: No Updates Selected ( not recommended ) [ but necessary ]!. 3) updates somehow turn my settings "off" and over rule "MY SETTINGS" and I'm pissed that this is taking place!. 4) and .. my question is .. .. .. A) How re you doing that & .. B) What can be done to prevent this intrusion on my privacy !?? - JW... PS .. your message boards are avoiding this subject totally - why???
