I'm re-installing Vista on a new HD. I can't past trying to install the SP1.

My computer's HD crashed and I'm trying to install Vista on a new HD.  I can't get past trying to install SP1.  Windows Update states that it was successfully installed, but trying to install SP2, it states SP1 needs to be installed first.  Help!
