Connecting to windows update

application installation requires Microsoft.NET Framework 3.5.  I am running windows 8, trying  to install on demand framework 3.5, system will not connect automatically to windows update to down load, 0x800F0906 error is shown. Running Sierra Broadband

wireless connection turbo stick. Tried to change group policy settings to various modes and also tried to enable framework 3.5  in windows features, still can't connect, even down loaded framework 3.5 from web site which was successful but can't install without

connecting to windows update. no success. other than trying to connect to windows update all other internet connections issues are working ok.
