I am unable to install update KB959209 (error code 80070663) or update KB2538243 (error code 64C)

Whenever Windows Update attempts to install these two updates I get the above error codes.

 

I have attempted to run FixIt, and each time it reports that "One or more Windows Update compontents are configured incorrectly", but even though the components are "repaired", the updates do not install.

 

MS Installer has been giving me installation errors ever since, whenever I attempt to run any Office applications.  I would guess that they are both related to the same root cause.
