windows update error 800B0001 cannot be fixed?

Tearing my hair out here!  I've been struggling with the cryptic advice provided on 'how to get the error 800B0001 resolved' and perform windows updates.  Nothing seems to work and the foroum is loaded with other instances od failure!  Any kind sole help? 

How canI download windows update agent file version 7.6.7600.256 for Win7 HP 64bit system - and will this be of any use?
