PC will not completely shut down.

I have a black screen with the green power button on the tower showing on. How I can get this 2-3 year old Vision PC to shut down which may allow me to reboot back up.  The fans are not blowing.  It seems shut down other than the fact it is not showing

any other signs of life other than the green on/off button still lit.
