I can't open Microsoft Security Centre or Windows Defender. It opens for a second and then shuts down. In control panel --> administrative tools --> services - both programs show up as "disabled." When I change them to "automatic" --> apply --> restart

- they change back to disabled automatically. I have run the microsoft free virus scan and have removed 4 files that were deemed infected. I have defragmented the hardrive and deleted temporary internet files. Nothing has helped solve this issue. Any help

you could offer would be great.
