Windows Update and Security Center Service errors

[AWS]

I can't run Windows Update or the Security Center Service

For WinUp the error code is 80072EFD

I have Norton 360 and I have added the links below to both N360 firewall and Windows Firewall. On WinFire it says these setting are being managed by you vendor Norton 360.

  I have tried to disable the firewalls but still didn't work
  On one website it said something about going in the Registry and
  HKLocalMachine > Software > Policies > Microsoft > Windows > Windows Update (or WindowsUpdate I forgot)
  then checking if it had some specific settings and if not then to deleted the winup folder but I don't even have a windows update folder here is the windows update latest log message

  I even tried to download http://www.update.microsoft.com/v9/1/windowsupdate/redir/muv4wuredir.cab
  from my browser and it downloads
   
  And also I think it may have something to do with the security center service not working
  In the action center it asks me to turn it on but a messages says
  The Windows Security Center Service Cannot Be Started
  In services.msc when i try to start it it says error 1079
  It is currently logged in with Network service
  I go to one of its dependencies (Windows Management Instrumentation)and it is logged in as local system account with desktop interaction so I try to change SecCenters login to that but when i try to start it another error 1083
