windows 7 Unable to create a new local user on windows 7

On a windows 7 entreprise

i already have a user user created and of couse the admin default account

im tryinto merge the pc on the domaine and log to the machine with a domain user event if the user is part of the administrators group i can't i get

 

You receive a "The User Profile Service failed the logon” error message unable to laod profile.

i event try to create a local user named test and sma e message appear

any help will be good cause i have alot of softwares installed and need the new user to use thoese softwares
