Windows Update won't run

I just bought a new hard drive and had to reistall windows 7. I just bought the recovery disc from HP. I have a 64 bit DV4 2155dx laptop. The system itself seems a litle slower than before. When I try and run windows installer I get the message, "Windows

update cannot currently check for update because the service is not running. You may need to restart your computer." I tried going to services and changing the Background Intelligent Service and Windows Update to start automatically without delay. That didn't

work. I also downloaded microsoft's tool and it was unable to solve this. Any sugestions??
