Unable to Open Most Attachments

I have difficulty opening most attachments in Hotmail.  I have Win7 OS.  Generally get an option to open, save or save as.  Nothing happens when I click any of the options and nothing downloads, be it Word or a PDF file.  Same holds true with e-mailed

video clips.  Could it be my settings?  Any suggestions?
