Unfixable Windows update in Vista with error 80070424

Tried all MS troubleshooting steps, suggestions, Fixits.  DONE THEM ALL, some of them more than once.  Still get this error.  In addition if I try to call up "Installed Updates" the list is empty says no updates installed even though there is a long list

of installed (or failed) updates in the update history list.   Frustrated beyond belief.
