Mouse not working on stsrtup

I have a desktop running XP Media Center.  On stsrtup the usb mouse does not work.  Have tried another mouse and different usb ports. Still no functioning mouse.  Cannot get past screen to select user name.  pointer not operable.  Also went to last known

good configuration, but also did not solve the problem.  Anything else I can do??
