Error code 0x80070643 on Trying to install Security essentials. Have folllowed every step for that e

I started to do a manual scan with Security Essencials and I couldn't find it in my  on my deskto.  quick links, or in the program list.  I  tried to reinstall to clean up the problem , but got the message to remove the old verison first, which I have done. 

Then when I tried to dre-install I get an Error Code 0x80070643 after the instlation starts. 

 

 

I have followed all of the instructions for this code, at least three times in case I missed a step.  No joy.  I had Mcafee on this system at first, but removed it a year or so back and installed Security essentials.  I had Norton utilities 16 on also but

I uninstalled that.  I tried to run the norton Deep uninstall and it kept showing Norton Utilities 14 as installed.  A call to Norton and they hooked up and cleared a couple regerstry hang overs and then ran the deep install.  This didn't change my problem 

 

 

I am at wits end on this one.  Where to go from here?
