Removal of international cyber security protection alliance virus

My PC is infected with the International Cyber Security Protection Alliance ransomware virus.  I have the latest Microsoft Security Essentials suite and have run a full scan, and I've done a quick scan using Microsoft's malware protection tool, which found

nothing, yet the virus is still there.  How can I remove it?
