windows update KB2789642 keeps failing with error 80070003

I am trying to install windows update KB2789642 on windows 7. as soon as i click install i immediately get  error 80070003 dt000 and the message windows update has encountered an unknown error.

3 other updates that came with it installed without any problems.

the update in question is Security update for microsoft.net framework 4.
