new laptop with windows 8 installed framework 2 error

When i turn on my computer I keep getting this box pop up with   message microsoft.net framework version 2 required and go to microsoft to download. If this is a new computer why would I need this? I have bought it with windows 8 preinstalled. thanks for

any help
