BITS corrupted

I have a ywo year old self built system running Win 7 32 bit.  I have been unable to do a windows update since Oct. 2012.  BITS shows as stopped & when I try to start it I get error 2147024891.  I have tried to reregister qmgr to no avail.  I have tried

to delete & reinstall all users profile to no avail.  I guess I have tried several other things that I am too frustrated to remember at this time.  Is there a manual operation or an automatic repair tool that I haven't tried yet that may help me?  I have a

fully updated Norton security suite installed, and I have run FixIT 50202 also to no avail.  I have run checksur and sfc /scannow with no luck.  I looked at running KB842773, bit it says it is not for Windows 7 and tells me there is nothing wrong.  Hopefully

someone can point me into a direction that I haven't gone yet?
